The Third Meeting of the Group of the Friends of the Co-Chairs on Liability and Redress in the Context of the Cartagena Protocol on Biosafety was held in Kuala Lumpur from 15 to 19 June 2010.* The Meeting was attended by representatives from China, India, Malaysia, Philippines and the Republic of Korea, the European Union, the Republic of Moldova, the African Group (Cameroon, Egypt, Liberia, Namibia and South Africa), Latin America and the Caribbean Group, as well as Japan, New Zealand, Norway and Switzerland. Observers from the following intergovernmental and non-governmental organizations and other stakeholders also participated in the meeting: African Union, Biotechnology Coalition of the Philippines, CropLife International, Croplife International Compact Executive Committee, Desarrollo Medio Ambiental Sustentable, ECOROPA, Global Industry Coalition, Inter-American Institute for Cooperation on Agriculture, International Grain Trade Coalition, Kobe University, Malaysian Biotechnology Corporation and the Third World Network.
The Meeting focused on further negotiations on international rules and procedures in the field of liability and redress for damage resulting from transboundary movements of living modified organisms in the context of the Cartagena Protocol on Biosafety. Significant progress was made on the matter of the Protocol’s application on products from living modified organisms (LMOs) and the recognition of the right of Parties to require the operator to establish financial security and to take measures to encourage the development of financial security instruments and markets, including financial mechanisms in case of insolvency. The Meeting also considered draft guidelines on civil liability and redress in the field of damage resulting from transboundary movements of living modified organisms.
The Group will resume its negotiations from 6 to 8 October 2010 in Japan, before the fifth Meeting of the Parties to the Cartagena Protocol on Biosafety, which will be held from 11 to 15 October 2010.
Note: The Group of the Friends of the Co-Chairs on Liability and Redress in the Context of the Cartagena Protocol on Biosafety was established by the Fourth Meeting of the Conference of the Parties serving as the Meeting of the Parties to the Protocol. The first Meeting of the Group was held in Mexico City from 23 to 27 February 2009 and the second in Kuala Lumpur from 8 to 12 February 2010.
